Burn in the shadows
Duplicate your layer, working on the newly duplicated layer only. Select the Burn tool set to Midtones and 50% Exposure in the top Options bar. Paint over the pupil, iris edge and around the edge of the eye with a small soft brush.
Keep working up the eye
Increase the brush size, darken the lashes and area around the eye, then create a vignette effect to frame the image. Switch to the Dodge tool set to Midtones at 50% Exposure, paint over the whites to brighten them. Add a new layer to the top of the stack and set its blending mode to Color.
Finish with a few adjustments
Select a murky yellow, hard-edged brush and paint the iris. Add a Hue/Saturation adjustment layer under the iris colour layer, and desaturate slightly. Add a Brightness/Contrast adjustment layer to the top and boost the image. Lastly add a Levels adjustment layer and reduce the reds.
